Clay White
Mr. White is a recognized industry expert in Fixed Equipment Mechanical Integrity (FEMI). During his years 36 years of experience, he has been involved with all aspects of FEMI in various roles from both owner/user site position and Corporate roles and consulting on Inspection, Equipment Engineering, Fitness-For-Service, Failure Analysis, Corrosion & Materials and Welding. While the majority of his experience is with Refining, Clay has also been responsible for MI groups in three different Chemicals facilities.
Until his retirement in 2019, Mr. White was the former Corporate Director for Mechanical Integrity for Phillips66 Global Refining. This position was responsible for the development, implementation and oversight of all mechanical integrity programs for 12 refineries worldwide. In addition, Clay was directly responsible for a corporate staff of Senior Corrosion / Materials, Fixed Equipment Engineers and Inspection Specialist with dotted line responsibility over all Inspection Department Groups located at the refineries.
During his time at Phillips 66 as the MI Director, the corporation was able to cut their leaks in half and significantly reduce the company’s risk profile through the implementation of key programs like MI Training and Awareness for all incoming Engineers, detailed unit based training for Inspectors, implementation of IOW programs and standard templates on process parameters, standardizing of IDMS programs and creation of program “health checks”, standardized equipment record management, Turnaround Scope Reviews, MI Audits, standardizing on Inspection Department Staffing and creating a Chief Inspector “Bench” with training and experience requirements. In addition, numerous required standards were implemented on critical inspection programs around key high risk equipment items and damage mechanisms (including identification of minimum inspection and testing requirements, development and maintenance of standards and best practices, and code compliance guidelines).
Over his career Mr. White has been very active in API, AFPM / NPRA, NACE and MTI. He represented Phillips 66 on the API Committee on Refining Equipment (CRE) and was the past Chair for the Subcommittee on Inspection and Mechanical Integrity (SCIMI). He is also the current Chair of API 584 on Integrity Operating Windows, Chair for API 580 on Risk Based Inspection, Co-Chair on the Inspection Summit Planning Committee and has held leadership roles for multiple other Standards / committees over the past 20+ years.
